Code Horizon Leaked Broadcast

Thanks to an anonymous source from the San Andreas Amateur Radio Enthusiasts (SAARE), we've been informed of a suspicious automated broadcast that was intercepted by the group back in August via a shortwave radio channel which was reported to the authorities shortly afterwards. The concerned individual has shared a new recording directly with us and other news outlets, citing mistrust in the government and the importance of sharing this broadcast with the people of San Andreas to make us all aware that something is going on in and around San Andreas. We ask if anyone is able to decode/translate morse code, that they reach out to us in order to uncover what is going on before it's too late!
